Nel Tu is a little kid. Technically, she's probably not a little kid, since she's an entity created by the conglomeration of the souls of thousands of vengeful ghosts and she also used to be an adult, but ever since she got her head split open she's been mentally and physically about five years old.
Like most little kids, Nel's personality is pretty straightforward. With her, what you see is what you get. She's easily excited, talks a lot about whatever comes to mind, and has absolutely no mental filters. Since her injury (and the resulting amnesia and turning into a child) Nel was cared for by her former subordinates turned "brothers", and so she wasn't really trained in things like "discipline" and "not calling yourself a masochist just because you like to play tag". She's easily frightened, but just as easily gets over her fears in reassured. Nel also trusts pretty much everyone ever. Being raised by her "brothers" means that Nel (who was never very "girly" to begin with) is a complete tomboy, and that picked up some bad speech habits (like calling her uvula a "throat penis").
She's pretty cowardly, since she's small and young and was raised by a group of pretty cowardly people, but when the need arises, she tends to throw herself into the path of danger rather than let anyone she cares about get hurt. That streak of courage is one of the things carried over from "Big Nel", though "Little Nel" lost the highly logical, almost pacifistic, intellectual, and motherly nature of "Big Nel".
In general, Nel's a rough and tumble kind of kid, prone to big reactions and crying, who will have no idea of how to act in the human world, but will try her very best!
If for some reason (and it's highly unlikely) Nel reverts to her pre-injury form, her personality changes quite a bit. As an adult, she was calm, level-headed, rational, and well spoken. Unlike all the other Espada, Nel was almost a pacifist, opposed to fighting except when it was a matter of self-defense or absolute necessity. In her mind, fighting simply for pleasure or competition is childish and unbecoming of a warrior. She was protective of those close to her and did not go looking to make enemies, though if she disliked someone or their actions she made her disdain apparent.
( Strengths/Weaknesses ) :
In child form, Nel has some limited Arrancar powers. Like most Arrancar, she can move at an accelerated rate, running faster than a human can easily track. She's more durable than a human child could ever be, which is good since she tends to get thrown around a lot. She can swallow spiritual energy blasts and shoot them back at an opponent, though it wears her out and causes her pain. She can also throw up on people! That is not actually a bad thing, since apparently her vomit has some weak healing properties. Not enough to stop someone from dying if they're badly injured, but probably enough to take care of small cuts and burns.
Adult Nel (who will probably not ever appear in Vatheon, barring maybe the occasional curse) has powers more fully listed on her wiki page, linked in the history section above.
She doesn't have any experience or understanding of the human world or how humans work, which is probably going to cause some problems for her in Vatheon. Not just "humans are weird I don't understand their culture" type stuff, but also "humans are fragile" situations because she doesn't really know her own strength, and doesn't realize humans aren't as durable as Hollows. Additionally, she's very trusting and tends to latch on to people quickly, which could end badly if someone she shouldn't be trusting tells her they're a nice person.
( Other Important Facts ) :
She is missing all her front teeth which is adorable but also means she lisps a lot. Nel also tends to speak in 3rd person.
Not important facts at all but have some headcanon.
She is the only Espada who doesn't show her hollow hole at all ever. Which means it's in the one spot on her body that we never actually see, the space right under her collarbone (the manubrium if we want to get technical). Not headcanon, but she has a giant tattoo of the number 3 on her back.
Her injury makes her prone to fairly severe headaches, which can last for a day or so.
